When the body of Federal Attorney Gregory Youssef is found dumped on the edge of Baltimore, every law-enforcement officer in the city is determined to catch his killer. But four months on, no one has been brought to justice and the department is under massive pressure to deliver a suspect. Meanwhile, Tess' boyfriend, Crow, runs into a homeless black teenager and insists on helping him. He brings Lloyd home for some food and a bed for the night. When Tess mentions the Gregory Youssef case in his presence, Lloyd freezes. That night, Lloyd sneaks out of the house and disappears. What could be the link between Youssef's death and the teenager? Tess tracks Lloyd down and convinces him to share what he knows - which she then passes on to the press on the condition that Lloyd's name isn't used. But they use Tess' name instead ...The police start to put the screws on Tess to reveal her source, but to give them Lloyd's name would be equivalent to a death sentence - snitches aren't tolerated on the streets of Baltimore. Meanwhile Lloyd suddenly shows up at Crow's door. Another black teenager has been shot and it quickly emerges that Lloyd was the intended target. Lloyd has nowhere to run to and he certainly can't go to the police. Before long the situation spins wildly out of control, leaving Tess to fear not only for Lloyd, but also for those closest to her.

While Tess Monaghan gives a workshop at the Baltimore Beacon-Light, her boyfriend Crow is busy making his regular deliveries to the area soup kitchens. He meets a young black teen who offers to change the slashed tire on the car Crow?s been driving.
During the course of changing the tire, Crow learns that Lloyd drifts because he no longer feels welcome at home. His mother has a new man in her life who doesn?t accept most of Lloyd?s stories of innocence (no matter what the issue or problem).
It?s a brutally cold day out and Crow takes Lloyd to eat the evening meal and then to Crow and Tess' home. Tess isn?t nearly as accepting of the young man as Crow but agrees to let him spend the night. During casual conversation, Tess mentions the death of an assistant US Attorney, Gregory Youssef.
Lloyd has a strange reaction to the information. During the early hours of the morning, Lloyd decides to rob Tess and Crow. Instead of stealing a few items and making a getaway in Tess? Lexus, Lloyd is involved in a wreck and runs away on foot.
Lloyd?s strange reaction to Youssef?s name bothers Tess and she sets out to find him. Tess? curiosity brings a number of unexpected legal and moral consequences. Crow takes Lloyd out of Baltimore while Tess faces a dangerous threesome from the government.
They threaten to take her life apart and do the same with her parents, Crow, his parents, their relatives, etc. By the time they started overturning the rocks in Tess and Crow?s lives, I was boiling mad. If the government can do even a portion of what is outlined in this book, John Q Public is in serious jeopardy.
This is a slick story with lots of red herrings. Crow takes a more central position in this book and the reader learns more about Crow?s character. I enjoy the fact that there are returning characters who grow and change, adding a new dimension. 4 Stars
